UPS, FedEx and DHL: how should kits, accessories and gifts be declared on a commercial invoice?
“Kit,” “gift box” or “accessories” is not a substitute for truthful goods data. The invoice should explain what each product type is, its composition, use, quantity, supportable value and origin, matching the packing. A kit name must not conceal restricted or special goods.
UPS public commercial-invoice guidance asks for product description, quantity, value and origin for each commodity line, and stresses accurate, specific information. Duty, classification, importer eligibility and available carriage remain subject to destination rules, carrier requirements and shipment review.
Separate the real product types
List main items, accessories, consumables, gifts and replacements by their genuine type, material and use. If items differ in nature, do not write only “gift set,” “accessories” or “sample”; review may require separate lines, more documents or a tariff assessment.
Make quantity and value match the goods
Unit, quantity, unit value and total value for each type need reasonable support and must match packing, order or internal records. A gift, sample or promotion is not automatically zero value. Do not under-declare or call a valuable item a free attachment to influence duty assessment.
Do not confuse origin, manufacture and brand
Provide applicable origin/manufacture information truthfully for each product, not the dispatch location, brand-registration location or seller address. Cosmetics, powders, pastes and chemical materials also need review against actual product, ingredients, SDS/MSDS and packing.
Cross-check invoice, packing list and labels
Check what is in each carton, whether a kit is split, piece count and labels. When one kit is distributed across cartons, packing data should explain the distribution. Do not leave conflicting quantities or descriptions between waybill, invoice and packing.
Leave destination outcomes to the actual review
A kit does not automatically determine duty, tariff code, clearance path or available lane. Submit final item list, photos, receiver/importer data and destination information for review. Price, duties, carriage, time and final billing remain subject to review, carrier requirements and quote.
Practical checklist
- List genuine main item, accessory, gift and consumable types
- Check unit, quantity, unit value and total value
- Verify origin/manufacture information per product
- Align invoice, packing list, cartons and labels
- For special goods, provide matching SDS/MSDS, packing and photos
FAQ
Can a gift box be declared as one set only?
That depends on the actual goods and review requirements; the contents, quantities, use, value and origin must still be explainable.
Can a gift or sample be declared at zero value?
Do not assume so. Provide a supportable value and follow destination and carrier requirements.
What if a kit includes cosmetics or powders?
A kit name does not replace product review; check actual product, ingredients, packing and SDS/MSDS for the shipment.
