UPS, FedEx and DHL: why should you not guess an HS code before international shipping?

An HS code classifies goods, but it should not be guessed from a short name, an old order or a similar product. Explain what the item is, what it is made of, how it is used, its model, composition, value and origin, then check the applicable code for the real export and import countries. Pause documentation and seek qualified customs or importer input when uncertain.

UPS commercial-invoice guidance asks for specific goods details, value, origin and a harmonised tariff code. DHL explains that the first six HS digits are generally used internationally while additional digits vary by national or regional tariff system. A similar product name therefore may not establish the full destination code, and a code never replaces an accurate description.

Start with what it is, what it is made of and its use

Record a recognisable product name, main material or composition, actual use, brand and model where applicable, operating principle or relevant specification. Do not rely on “parts”, “sample”, “electronics”, “chemical” or an internal SKU. For kits, mixtures, parts and host products, identify the actual contents, quantities and uses separately.

Do not copy a historical code without review

A previous order, supplier sheet or code used in another country can be a clue, but it does not prove the current shipment uses the same classification. Material, function, combination or sale condition can change, and export and import tariff extensions can differ. Recheck the actual goods and destination and retain product pages, specifications, photos, composition data or order records.

Make each invoice line internally consistent

For every commodity line, the description, HS code, quantity, unit of measure, unit and total value, currency and origin should explain one another and match the packing list, waybill and goods. A code cannot cure a vague description, incorrect value or false origin. Do not assign one code to unlike items merely to simplify a mixed carton.

Use a controlled pending-confirmation process

During quotation, mark an uncertain code as pending and provide the product evidence for preliminary review. Before final documentation and handover, the cargo owner, genuine importer, qualified customs adviser or applicable carrier channel should confirm it according to their responsibility. Do not select the first search result or a nearby code to obtain a lower estimated duty. Authorities decide final classification and treatment.

Classify and review special cargo separately

For powders, cosmetics, pastes and chemical materials, an HS code addresses only one part of the shipment. It does not replace composition, physical form, use, SDS/MSDS, unit content, packing and leak-prevention evidence. Even with a checked code, carriage, documents, duties, price, time, clearance and final billing remain subject to shipment review, carrier, destination rules and quote.

Can I ship with only the six-digit HS code?

Not universally. The first six digits are the international basis, while the import country may require a longer tariff code. Check the actual destination requirement.

Does a correct code guarantee duty and clearance?
